Since you say you have cool, fair skin, stick with shades that have a blue undertone. If you have naturally black or very deep brown hair, then I recommend going with a true red or blue-red shade. You could also use a more mauve or berry color. Stay away from tomato or rust or any other orange reds. If you have lighter hair, like pale blond to light brown, then red might not be a good color for you. If you really want to wear it, though, still stick with a cool, blue-undertone in your shade, but select a softer, more sheer tone, rather than an opaque color which might appear too bright on you.
