What is the difference between mineral cosmetics and regular cosmetics?

Just recently I have started using foundation to cover up a few blemishes that will not fade. Being that I am an African American female, I have trouble finding colors that blend nicely with my skin tone. I began looking into mineral products and am having trouble understanding the difference between mineral cosmetics and regular cosmetics. Will the mineral cosmetics be a closer match to my skin tone?
