I Want a Pretty Pout, Pretty Please

I have some lip problems. And I'm not talking about giving somebody some lip, which I do sometimes, lol. I mean my actual physical lips on my face. I have thin lips generally, but my bottom lip is a bit larger than my top lip, so I also have uneven lips. I would like to make my lips appear larger, but I want my bottom lip to appear more even with my top lip too. I would like some advice on how I can create pretty, full lips by using makeup. I am very new to makeup. I never wore much when I was in school. I was kind of a tomboy, so I did not play dress-up like many of the other girls. I never really got the hang of putting makeup on. And even when I did wear makeup, I didn't have enough experience to figure out what worked on my face and what didn't work.

I want to know as much detail as possible, like which will help me more a lipstick or a lipgloss? Is a lipstain better than a lipgloss? What are the pros and cons of each type of lip makeup? Should I use a lip pencil or not? I want some easy tips so that I can learn how to do this on my own with just a bit of practice. I need advice also on choice of color. I have light brown hair that is long and quite a fair skin tone. I think I have a bit of a pinkish tone to my skin, if that helps. I also want to stress that I do NOT want very fat lips like Angelina Jolie! They look good on her, but I don't want to come close to that look!
