This is a rather easy fix. You will need a good quality lip liner pencil and lipstick.

Simply line your lips just outside of the natural lip line using the pencil. To even the lips out, apply a slightly thicker line on the thinner lip. Fill in your entire lip area with the pencil.

Then fill in with your lipstick, blot, and reapply.

Top with a gloss right in the center of your lips for a soft shimmer. This will also help to make your lips appear fuller.

Another trick is to put some white or off-white powder right in the bow (middle part) on top of your upper lip. Apply a dab of the white powder just to the skin , not your actual lips. This will reflect light, make your upper lip appear fuller as well.

You could try a stain, but that might not be best for you, as the stain color can appear different on the skin and the lips.
